الجمعية الكويتية لحقوق الإنسان تستجيب لدعوة سمو ولي العهد للرقابة على أداء المؤسسات الحكومية

تنفيذًا لمبادرتي العميل السري والمراجع الخفي اللتين أعلن عنهما سمو ولي العهد الشيخ مشعل الأحمد الجابر الصباح؛ تنفذ الجمعية الكويتية لحقوق الإنسان، غدًا، برنامج تدريبي لتصميم منهجية رقابية على أداء المؤسسات الحكومية وتقييم جودة الخدمات العامة.

وتأتي هذه الدورة ضمن أنشطة مشروع ساهم الذي دشنته الجمعية الكويتية لحقوق الإنسان بالتعاون مع مبادرة الشراكة الأمريكية الشرق أوسطية ميبي، وقامت من خلاله بتبني مبادرة ساهم كنشاط مجتمعي ولتضم قادة من المجتمع الكويتي تم تشكيلهم لتعزيز دورهم في الرقابة والمساءلة لتحسين الخدمات العامة، وذلك استجابة لدعوة سمو ولي العهد الشيخ مشعل الأحمد الجابر الصباح بتفعيل دور الشباب وتحفيز مبادراتهم ليكونوا صناعًا في بناء الكويت.

وكانت الجمعية الكويتية لحقوق الإنسان قد نفّذت برنامج تدريبي سابق لأعضاء المبادرة حول مفاهيم الخدمات العامة وآليات الرصد والرقابة والمسائلة المجتمعية في السياقين المحلي والعالمي، وهو برنامج تدريبي سعى لتأهيل المشاركين ليكونوا قادرين على محاسبة ومساءلة الحكومة بطريقة منهجية، يعتمدون فيها على الآليات الدولية للمراقبة والمحاسبة لتحسين جودة الخدمات العامة وتحسين أداء الموظفين.

الجدير بالذكر أن المشروع يأتي لدعم ومساندة الجهود الحكومية لتحقيق رؤية الكويت 2035، وامتثالًا للمادة 21 الفقرة 1 من الإعلان العالمي لحقوق الإنسان والتي تنص على أن: “لكلِّ شخص حقُّ المشاركة في إدارة الشؤون العامة لبلده، إمَّا مباشرةً وإمَّا بواسطة ممثِّلين يُختارون بحرِّية”.

KSHR responds to the call of the Crown Prince to monitor the government’s performance

In the implementation of the two initiatives of the secret agent and the hidden auditor, those announced by His Highness the Crown Prince Sheikh Mishaal Al-Ahmad Al-Jaber Al-Sabah; The Kuwaiti Society for Human Rights (KSHR) will implement, tomorrow, a training program to design a methodology for monitoring the performance of government entities and assessing the quality of public services.

This course comes within the activities of the (Sahem) project, which was launched by the KSHR in cooperation with the US organization Middle East Partnership Initiative (MEPI), through which it sponsor the Sahem initiative as a community activity, and to include leaders from Kuwaiti society who were formed to reinforcement their role in oversight and accountability, to improve public services, in response to the invitation of His Highness Crown Prince Sheikh Mishaal Al-Ahmad Al-Jaber Al-Sabah, to activate the role of youth and motivate their initiatives to be makers in building of Kuwait.

KSHR had implemented a previous training program for the members of the initiative on the concepts of public services, mechanisms for monitoring, oversight and community accountability in the local and global contexts, in addition to public services and improve employee performance.

Noting that, this project comes to support government efforts to achieve Kuwait Vision 2035, and in compliance with Article 21, Paragraph 1 of the Universal Declaration of Human Rights, which states: “Everyone has the right to participate in the management of the public affairs of his country, either directly or through freely chosen representatives.”
